The litigants claimed that the order, which was effected in April 1993, has been used as a tool to give shape to the 'misdeeds of withdrawing unaudited crores of rupees by way of labelling the sums as basic salary, cost of living, honorarium, travel allowance, medical expenses overtime etc'.
