A shot of confusion for parents

The first 18 months since her daughter, Drea's birth, Kandivli resident Mansi Sheth would dread the paediatrician visits to Princess Street in Marine Lines. It wasn't the distance that was daunting but the mention of expensive vaccines. The recommendation would often be followed by the six words that seal the deal for most parents: It's what's best for your baby. "He was a good doctor," Sheth says, "But subconsciously, he made us question our reluctance to use optional vaccines that are not on the national programme. Some others, like pneumococcal conjugate vaccine cost us R8,000 at the time of Drea's birth."

The national programme or the Universal Immunisation Programme is a Ministry of Health and Family Welfare initiative that provides important vaccines to infants, children and pregnant women. Vaccinations against life-threatening diseases have been one of the greatest public health achievements. Millions of child deaths have been prevented, and several others have been saved from illness that could leave one disfigured for life. However, factors like misinformation, fear and costs often keep some parents from getting their child vaccinated.

Management consultant Sharanya Shriram also faced a similar predicament with the paediatrician that the hospital had assigned her. "She made us anxious about everything, including birth weight and vaccines. As a first-time parent, the last thing you want is someone pressing the panic buttons. She asked us to use only a certain private brand of vaccine claiming it was better. But my husband is a doctor, so we know that the ones administered by the government are just as good," she adds.

Shriram stopped visiting the pediatrician within a month. Of her current doctor, she says, "He doesn't force us to take a particular brand. In fact, he recommends that we go for the painful variant, saying that the painless vaccines contain fewer antigens," says Shriram, whose daughter is now ten months old.

Dr Nitin K Shah, consultant pediatric haemato-oncologist, PD Hinduja Hospital, Mahim, explains, "Some vaccines introduced in the private market take decades before their effectiveness to be seen and are put onto the national programme. For instance, the Rotavirus vaccine has been in the private market for 10 years but introduced in the national programme only last year. That's also the case with the pneumococcal conjugate vaccine (PCV). You cannot dismiss their importance just because they are not on the national
programme."

Developmental paediatrician and spokesperson for the Indian Association of Paediatrics, Dr Samir Dalwai, clarifies, "All vaccines are helpful but there is a cost component involved. The national programme has vaccines that the government subsidies. Others aren't. So it's up to the parents to pay. The word 'optional' means parents have an option to pay. In no way does it imply that these vaccines are of a poorer quality than the government subsidised ones. It's best to study the literature about the disease and the vaccine that protects against it so your decision is an informed one."

The common side effects of vaccines include mild reactions like fever, swelling or soreness at the injection site. Dr Shah says, "These reactions indicate that the vaccine is working. Vaccines introduce a disabled antigen into the body so the immune system can produce antibodies against it and create immunity to the disease. While no vaccine is 100 per cent effective, the overall effectiveness to the health of our population outweighs the tiny number of ineffectiveness. It's best to be on the safe side."

Mumbai: MG Road shut down by furious Kandivli residents for public transport

Enraged after school student Kedar Pathare was hit by an autorickshaw last week, residents of Dahanukar Wadi and Kandivli West shut down MG Road to public transport. The 15-year-old boy was returning home from school when he met with the accident that left his hands bruised.

The accident has riled villagers, who barricaded the road banning any public transport on the narrow lane that generally saves travel time for motorists heading to the highway. After the accident, the locals claimed to have informed the traffic police and BMC officials before shutting down the road.

As per the BMC road map, MG road connects Mahavir Nagar area in Kandivli. Speaking to Sunday mid-day, Sudesh Shinde, a member of Kandivli Gaonthan Pratishthan, said, "We complained to the traffic department and BMC officials several times, but they did not pay heed to our requests to shut down this road. We are protesting by not allowing access to vehicles."

Meanwhile, assistant engineer (maintenance) Uttam Mulik, said, "The road does not come under the BMC jurisdiction, but residents cannot shut it down without valid permissions from the traffic department."

I take your leave, Mumbai

Air pollution in Delhi is such a trending topic, that it has its own Twitter handle. That, for a change perhaps, politicians are being pulled up for not attending critical meetings on an issue of national importance. You want to laugh when Sameer Sewak, 29, says, "We don't see blue skies in Delhi. On the few occasions it happens, people bring out their phones to take pictures."

But you don't. Because Sewak ends the thought with, "it's not worth it." The country's capital has been at the centre of a raging conversation about pollution since Diwali this year after its Air Quality Index (AQI) touched 999 in some areas (reading beyond that is not possible). The 'Okay' limit is 60. By comparison, post-Diwali Mumbai saw an AQI of 80.

While Delhi has seen a ban on fire crackers for a couple of years, the toxic air levels saw a temporary ban on construction activity—with a few arrests being made after some real estate firms were found to have flouted the rule—and the re-implementation of Chief Minister Arvind Kejriwal's odd-even scheme. That too has now been called off, as the air quality seems to have improved. But, certain factors continue to bring Delhi down. Winter and with it, the smoke from stubble burning in farms in Punjab, Haryana and
Uttar Pradesh.

"The throat hurts, the eyes hurt. You feel tired a lot more. And knowing how much it [the pollution] affects your health, reducing your life, heart and lung functioning capacity, it doesn't make sense to live in Delhi." Sewak no longer does. A commercial pilot trained in Canada and currently giving exams to convert the license to an Indian one, Sewak and his family moved out of Delhi in May this year, after his father Regginald made the suggestion.

"A banker, his job had taken him around the country. He had lived in Dehradun before we moved to Delhi," says Sewak, whose sister, a student at St Stephen's college, stays at a paying-guest accommodation to continue with her education.
It wasn't difficult for the Sewaks, who lived in the Civil Lines area of New Delhi to pack their bags and move out. Regginald got a transfer within two months of applying for it. His wife Swapna, a teacher at Modern School in Shalimar Bagh, is currently looking for a new job. On his part, Sewak doesn't need to be in Delhi very often. When he does, it's a short flight away.

But, the Kalras of Noida had to wait a while for the right job opportunity to come along. Kalpana, 37, lived in Delhi for 25 years before moving to Bengaluru three years ago. It was a shift necessitated after their daughter Mishka's health began deteriorating due to the particulate matter in the air. "Around the time she was four, Mishka developed a cough after attending a birthday party," says Kalpana, a homemaker. So clearly etched is the memory that she remembers the party was in April.

"Initially, Rajiv [her husband] and I thought it was a regular cough, but when it didn't go away, we had to consult a doctor." Mishka was admitted to hospital and given an oxygen mask. The parents were told that their daughter's breathing pipe was not well developed and she had got an allergy because of the pollution. "The doctor said that this would continue to happen till she reaches an age where her organs are developed. So, for the two years till we moved out, she'd often have acute bronchitis attacks and was once in the ICU for four days. All because of the pollution and dust from construction in Delhi."

Having grown up in the city, Kalra says Delhi's change has been upside down. "The environment was bearable and one could move freely. Today, most children use a nebuliser. You can't drive with the window down. If we had continued living in Delhi, Abhimanyu [son] would have gone down the same path."

For young parents, concerns are many. Rajiv, who then worked with Alstom, a French MNC, took a year before he found a job with a US-based company that allowed him to move to Bengaluru. The kids had to be moved out of their schools, and entered into new ones at Electronic City on the outskirts of Bengaluru. Because of the initial admission fees and donations, it was an expensive affair. "It took us three months to figure out the logistics. When my husband first arrived [to Bengaluru], we were in Delhi. It was a slow transition as the academic session had to be completed before moving to a new place."

It's the same considerations that are making Mumbai-based journalist and author Pavan Lall look for other cities to work in. The 43-year-old says that the last one year has been unusually difficult due to traffic, sound and air pollution. "This was not the case five years ago, before the Metro construction began." He recalls how in 2018, during the monsoon, the city was dug up and Worli, where he lives, suffered especially on days of heavy downpour. Thanks to the road being excavated for the Metro.

"When you have a white collar job, there's limited fresh air circulation available to you anyway. The powers that be need to introspect about what they are offering citizens who work hard. There should be laws to ensure basics like fresh air, and peace and quiet at night," says Lall. The challenge of course, is where does one go. Delhi has been ruled out. Bengaluru, too, has manic traffic. There are a few southern cities that are better, he says, but that decision is pending the family's and employer's final approval.

Where do you go when you have lived in a metro city? For the Kalras with two kids in tow, Bengaluru remained a good choice, yet not an easy one. Rajiv's parents, who are both older than 80, live in Haridwar. Visiting them has been difficult. The family's own social network had to get adapted to this state. And of course, the fact that Bengaluru comes with its own share of problems. "There are security issues. I had to check with the school [the kids are admitted at] about bus drivers and police verification, which is still at a nascent stage here compared to Delhi. Plus, the city gives you a pollen allergy for three to four months in the year. But, I think this is manageable when compared to what we faced in Delhi. In the time we have been here, Mishka hasn't had a single attack."

Besides, a post metro life can have other perks. Journalist Sanjay Austa, lived in Delhi since the 1990s, but is pahadi and studied at a school in Shimla. Like most immigrants, he lived around the city, but never took to it. "I created an option of a farmhouse in Himachal and was able to move there." While pollution wasn't the primary factor that drove him away from Delhi, it's certainly a reason that makes him think twice about returning. Even if for an annual trip. "I don't want to go in the winters, since I don't want to wear a mask. I like jogging and cycling but you can't do that in Delhi. Inside the house as well, levels of particulate matter have shot up."

Austa, who made the permanent move two years ago, is single. He says those who can set up life away from the big cities, should, as responsible citizens. Comparing life in the hills with that in Delhi, he says, "Yes, you can't watch cinema or go to a restaurant to eat. But one is well compensated. With Netflix, who is going to the theatre anyway? Instead of a restaurant, I can go to a forest. People are paying me to come and live here." He doesn't say it, but what more could you want?

Particulate matter explained

Particulate matter refers to tiny bits of solids or liquid suspended in the air. They range from bigger particles such as soot or dust to particles which are smaller than the width of human hair. The tiny ones are most dangerous for health since they can penetrate deep into the lungs, and potentially even into the bloodstream and brain. For babies and young children, the health effects are even more acute. Exposure to toxic particulates during the critical early stages of development can leave a child with stunted lungs, respiratory conditions like asthma and potentially, even reduced brain development.

Twitter tackles pollution

We first started observing pollution in Delhi in the early 2000s, when you thought that soot would settle on your shirt. In 2013-14, it became a grave issue. Every winter, there were days when flights couldn't land, because of what appeared to be fog. As information started coming in, you realised that it was actually pollution and not fog. Even today, there are only a handful of people who are active about the issue. The common man doesn't wear a mask or have an air purifier and lives as though nothing has changed. Even though we are in an air pollution emergency.

The idea of setting up the handle came in April 2016. We realised that everyone talks about it in October-November, after that there is silence. That's when we started tweeting about the issue, the reports that came out. Some political shaming, not about one party, but across the board. There has been some frustration, too. While we have got some people on board, we are disenchanted by the overall approach of the political class.

Our conversations are limited to Twitter, but more recently, other activists have taken this up on other platforms, too. And we ensure that their message is amplified. If someone calls for a march, we give a shoutout. But there's the issue of creating awareness. Our own families believed for a long time that as you breathe in polluted air, your immunity becomes stronger and eventually Delhiites will have better lungs than the rest of India. It took us a long time to convince them otherwise. If you talk to the average citizen in Delhi, that's the approach. They see it as a seasonal phenomena. Largely, it's those with kids who want to move out. Adults never do it for themselves. I know of a lot of firms who are giving out masks and air purifiers as a coping mechanism to their employees.

In terms of policy, India has a well defined National Clean Air Programme (NCAP) with the aim of 30 per cent reduction of PM2.5 and PM10 concentration by 2024. It requires investment, which somehow seems to be absent. The problem is not restricted to Delhi, however. It's the entire Indo-Gangetic plain. Why Delhi gets attention is probably because it's the mega city. But, it's as bad in Punjab and West Bengal. While stubble burning and industrial emission contribute to 40 per cent of the problem, there are other factors, like vehicular pollution. Is the state or national government taking policy decisions to address these factors? The electric vehicle industry needs an incentive from the government. Have they pushed for car pooling? They haven't. The subsidy they provide for electric vehicles is very low.

Imagine that at a time when the auto industry needs a boost, they could push for electric vehicles and address two issues at the same time. They need to provide enough incentive. Then, they need to build the network of charging centres, and provide better infrastructure. My reading of the situation is that because air pollution doesn't kill you immediately, it doesn't require urgent attention. It's very easy for the political class to shrug off responsibility. It's the citizen who suffers. The political class can have as many air purifiers as they want.

Pollution affects heart, brain

While the deterioration of air quality is directly linked to respiratory complaints, interventional cardiologist Dr Ajit Menon, who consults at various city hospitals, says that particulate matter could affect cardiac health. He explains severe respiratory infections are related to heart disorder. "We see an increase in respiratory ailments and associated cardiac ailments especially during winter. Any time that the air quality deteriorates, there is an increase in number of respiratory ailments. As a consequence, patients with compromised heart pumping and pre-existing cardiac ailments are left worse off." Apart from vehicular fumes and dust from construction activity, Dr Menon says that poor air circulation also contributes to pollution. "During winters, wind patterns change and pollution in the air doesn't blow into the sea, which then starts choking the city."

Dr Sundeep Salvi, director, Chest Research Foundation in Pune, says we need to breathe 10,000 litres of clean air each day to nourish the body with oxygen. The inner lining of the lungs comes into contact with a lot of pollutants, gaseous or particulate. The harmful effects of air pollution can cause asthma, bronchitis, pneumonia while long term exposure can cause lung cancer and Chronic Obstructive Pulmonary Disease too," he shares.

Given the reference point of fine particulate matter (PM 2.5), which is used to measure the extent of air pollution, Dr Salvi says that in a city like Mumbai, the PM 2.5 level is 150-200 micro grams per cubic metre while for Delhi, the pollution levels are at about 600-800 micrograms per cubic metre. "The safe limit prescribed by the World Health Organisation is less than 50. Mumbai is lucky because it has the Arabian Sea winds to wash away the pollution."

With these figures, Dr Salvi paints a grim picture. "Air pollution inhaled through the lungs enters the blood stream and affects the heart, brain and other organs. It has the potential to reach and damage every tissue in the body. Blood becomes thick and there are chances of developing clots, leaving you susceptible to stroke. It also increases risk of diabetes," he says. Unfortunately, not much is being done to tackle this problem.

Mumbai Crime: Four rob Rs 1.61 crore from ATMs, arrested by Bandra police

An employee of a cash logistics firm was held by the Bandra police for siphoning off money from six ATMs. The accused allegedly swindled Rs 1.61 crore. The police have arrested three more accused in the crime, including a woman.

Vijayalaxmi Hiremath, senior inspector, Bandra police, said, "A cash logistic firm filed a complaint about missing cash from the ATMs and suspected one of their employees tobe involved." During questioning, the employee confessed to the crime.

Director Rai turns novelist

Television writer-director Ravi Rai, known for serials like Sailaab and Thoda Hai Thode Ki Zaroorat Hai, is making a foray into publishing with the novel, The Tattoo On My Breast (Bloomsbury India). Set against the backdrop of World War II and the beginning of the Quit India Movement in 1942, Rai's historical romance novel tells the story of Sadhana and Rehman.

"I was always a writer, and became a director only to ensure that the lines I wrote were translated perfectly on screen," says Rai. He says writing for television is similar to "a fake orgasm". Fatigue saw him move away from mainstream TV, and the novel, he says, came to his rescue. Heavily researched, the book makes a mention of every major event that took place during Partition, he says. "It's a routine love story, but it's the history that makes it unique," adds Rai, who hopes to turn it into a web series eventually.

Kicking malnutrition's butt

Padma Shri Sudharak Olwe recently travelled across Chhattisgarh, Assam and Maharashtra to see firsthand the challenges that authorities were facing to implement the central and state government initiatives to tackle malnourishment. The Mumbai-based photographer says he was surprised at encountering quite a few severely malnourished children. He documented every story he found.

The photographs will be showcased at an exhibition starting December 10 at The Art Gallery of Bikaner House in New Delhi. "Malnutrition and hunger are plaguing the future generation and we have to work 24/7 to change the state of affairs. I hope this exhibition creates awareness," he told this diarist.

More than just music

For this first time since its launch, the NH7 Weekender, Pune, will have a quick response team on ground to ensure the music festival is an inclusive one. The initiative is a collaboration between OML, Humsafar Trust and 6 Degrees, a queer networking group.

"We have a full house with 50 plus staff members, including restroom attendants. They have received special training to handle security lanes for all genders," says 6 Degrees co-founder Praful Baweja. The team has also set up a 'safe space' tent with counsellors.

Mumbaikars, expect a week-long 10 percent water cut across city

The city will face a 10 percent water cut for a week starting Tuesday. During this time the BMC will carry out repair work of the pneumatic gate system at the Pise pumping station.

The station is an important link in the water supply of the city and BMC has to undertake regular maintenance and repairing work of the pneumatic gate system.

"The repair work will require up to 3 days but we need to slow down the water flow which comes in from 35 to 40 km away. It will take two days after closing the gates at Bhatsa Dam and will take another two days after repairs to normalise the flow," an officer related to the project said.

Mumbai: After Aarey, Mahul residents expecting relief from CM Uddhav Thackeray

Following Chief Minister Uddhav Thackeray’s stay on the construction of the Metro car shed project inside the Aarey forest, Mahul residents are hoping the new CM comes to their rescue too. As with Aarey, Shiv Sena had lent its support to the Mahul residents’ protest.

Built by the BMC, Mahul is currently home to 3,500 families who have been rehabilitated here under the government’s Project Affected People (PAP) scheme. The resettlement colony is surrounded by chemical factories and oil refineries. In September, the Bombay High Court expressed shock at the living conditions and directed the government to assess the pollution levels in Mahul. The colony has 72 buildings with 7,200 homes. Of these, BMC had allotted 5,500 homes to PAP.

The High Court had also prohibited the BMC from shifting any more families to Mahul and directed it to deposit R15,000 per month as rent and R45,000 as refundable deposit in the bank accounts of the PAP within 12 weeks. This deadline will end on December 16. Following the order, the 3,500 residents had applied to relocate. However, the BMC approached the Supreme Court pleading that it would cost the civic body R100 crore a year for rent and an additional Rs 25 crore for the refundable deposits. The Supreme Court will hear the matter on December 3.

Even as Mahul residents prepare for the Supreme Court hearing on Monday, they are seeking the new chief minister’s intervention. Bilal Khan, an activist from Mahul’s Ghar Bachao, Ghar Banao Aandolan said, “Aaditya Thackeray had talked about the grave situation in Mahul and the MHADA President, Uday Samant had agreed to transfer 300 families from Mahul. But the BMC has denied it. Now with the Sena coming to power, we are expecting that our issues will also be resolved like Aarey.” He added that they are looking forward to meeting Aaditya to update him on the issue.

Anita Dhole, a resident of Mahul and a petitioner in the case, said, “There are thousands of vacant homes in the city. Yet, despite the High Court’s order, the BMC isn’t ready to give us alternate accommodation.” A BMC officer, on condition of anonymity, said, “BMC cannot spend so much of the taxpayer’s money. Apart from the fact that the infrastructure built in Mahul will lie unused, it will also cause several projects in the city to come to a halt because there won’t be any homes available for PAP.”

In Uddhav Thackeray, we trust

CM Uddhav Thackeray won the trust vote with 169 MLAs on the Maha Vikas Aghadi's side, even as Opposition party, the BJP, disputed his and his ministers' oath. The BJP also alleged that the new government had violated the Constitution by calling the special session to prove majority and changing the pro tem Speaker.

The sitting on Saturday began on a stormy note with both sides raising slogans. When the Speaker was about to begin the proceedings, former CM Devendra Fadnavis rose to question the validity of the special session and the oaths. He said the calling of the sitting was a violation of the rules of the House because the last special session had concluded and for the new one, the Governor should have issued summons. He also said this particular session should have begun with the recital of Vande Mataram.

"The Assembly starts with Vande Matram and ends with the national anthem, when it is called off," he said, adding that a pro tem Speaker was changed for the first time in the history of the country, and the same official was also asked to conduct a trust vote in violation of the Maharashtra Vidhan Bhavan's tradition.

Fadnavis accused the government of keeping the convention a hush-hush matter, because the Opposition was told about it after midnight. "Why so much hurry when you have 170 MLAs with you? Why wasn't a summon for fresh sittings issued ?" he asked.

The former CM, who is expected to take up the role of Opposition leader, said that while taking oath too, the CM and ministers had violated a prescribed constitutional format. "Even the ministers' introduction by the CM is invalid." He was making references to invoking the likes of Chhatrapati Shivaji Maharaj, late Bal Thackeray, late Anand Dighe, Babasaheb Ambedkar, Mahatma Phule, Sharad Pawar, Sonia Gandhi, Rahul Gandhi and Gautam Buddha. Governor Bhagat Singh Koshyari had also expressed his displeasure over the overall conduct of the leaders during the Shivaji Park ceremony. The BJP has also submitted a complaint to the governor in this regard.

Pro tem Speaker Dilip Walse-Patil dismissed all the allegations saying that the governor and the government had followed all rules. "I must remind the House of the Supreme Court's interim order [in the Devendra Fadnavis trust vote]. As far as oath is concerned, the incident has happened outside the Vidhan Bhavan. I will not make any statement about it."

While the speaker went ahead with the proceedings, the BJP created a ruckus by entering the well of the House. They banged the staff desk, raised slogans, "Dadagiri Nahin Chalegi," as the designated members tabled the resolution to support the Thackeray cabinet and government.

Furious, BJP walked out before the speaker asked for the division of votes. Subsequent exercise proved that 169 MLAs of the Shiv Sena, Congress-NCP, smaller parties and independents were with the Maha Vikas Aghadi. The Aghadi had lived up to its promise of a head count of 170, if the pro tem Speaker, an NCP legislator, was also counted. Four MLAs from Maharashtra Navnirman Sena (1), AIMIM (2) and CPI-M (1) remained neutral in the vote.

CM slams the BJP
In his thank you speech, Thackeray slammed the BJP. "It hurt them when we invoked Chhatrapati Shivaji and Balasaheb. If invoking parents, deities and revered figures is a crime, I will commit that crime again and again." he said adding "I came to the House for the first time with a feeling of being under pressure. I thought it was better off outside, but what I saw here was shocking. I see the field [Opposition benches] empty, but I don't play on empty grounds. I like to face them head on."

The CM said the points raised by Fadnavis were misplaced. "There has to be a method to place your concern on record. What I saw today [pointing out at the empty benches] is not our culture," he said.

Chhagan Bhujbal, who is also accused of distorting the prescribed oath, maintained that all ministers had read the prescribed text without making any alterations. "People take all kinds of oath in Parliament. Should we dissolve the Parliament also?" he asked the House.

Sena minister Eknath Shinde also challenged the BJP to take any legal course to prove his oath invalid adding, "Fadnavis should remember that he could only run the government for five years because Uddhav Thackeray extended his support."

Patole for Speaker
The trust vote proved that the MVS would have no problem in getting Congress MLA Nana Patole as the Speaker of Assembly on Monday. The BJP has fielded Kisan Kathore.

Mumbai: Cat 'drags' foetus out of biomedical room in KEM hospital

It seems like KEM hospital's days of trouble are still not over. Just days after a 2.5-month-old baby — Prince, died of severe burn injuries he suffered from a fire that broke out in the ICU, a stray cat allegedly dragged a couple of months old foetus out of the biomedical room in KEM hospital.

According to sources, on Tuesday evening, a cat dragged the foetus out of the biomedical room located near gate number 7 within the hospital's premises and took it to the nearby staff quarters. The cat had apparently started feeding on the foetus when a hospital staff spotted the cat and raised an alarm.

The civic body has issued a show-cause notice to the contractor responsible for the disposal of biomedical waste. Civic officials, however, have rubbished the claims, that it was likely a cat dragged the foetus out of the biomedical room.

Dr Ashwini Joshi, the additional municipal commissioner said, "There is hardly a distance of 10-15 feet between the biomedical waste room and quarters. It is likely that outsiders may have entered the room illegally and handled the waste. We are planning to construct a wall to avoid such instances in the future and have also issued a notice to the concerned contractor to take care of biomedical waste." Sunil Dhamne, DMC (Public Health) said that the civic body has asked KEM to give a report on the incident.

Mumbai: Double-decker buses for local tours and as loos?

For a while, the BEST undertaking has been planning to slowly phase-out its fleet of 120 out-of-use double-decker buses, and has also lined up 10-12 of them for disposal. However, in a bid to preserve the city's heritage, BEST committee member Suhas Samant suggested that the buses could be used to ply local tourists or as public toilets.

Speaking to mid-day, Samant said, "The BEST has lined up about 10-12 buses for disposal, but the proposal hasn't got any response yet. What I suggest is that these buses could be used for local tours like Nilambari if their roofs are removed." He added, "If they cannot be run at all, then they can be used as public toilet units."

Double-decker buses were first introduced in 1937 in order to cope with the growing traffic and space crunch in the city. Back then the single-decker buses could carry 36 passengers while the double-decker ones could accommodate 58. This helped reduce the operational cost per passenger and the double-decker ones would also use less road space per passenger.

According to BEST data, the cost of operation of a double-decker bus is Rs70 per km as against Rs50 for a single-decker bus. At present, the double-decker ones run on 16 routes in the city and suburbs and requires two conductors as against one in a single-decker one. The current carrying capacity of double-decker buses is 91 passengers as against 72 for a single-decker one. It costs BEST Rs50,000-1lakh per year to maintain a double-decker bus.

Vivek Pai, architect- urban planner and transportation consultant said, "Buses are the way forward in Indian cities. It's an excellent idea to use the old double-decker buses as tourist ferries but they could also be used as moving libraries and installation in parks and gardens. BEST should also conduct a design competition through which students or professionals could suggest how these buses can be used."

Ajit Shenoy of Mumbai Mobility Forum said, "I think BEST should not try either of the options. Why should they take up activities that aren't part of their core responsibilities and also when it's running in loss. It should concentrate on improving its operations. BEST can donate the buses to either MTDC or the BMC sanitation department if they are interested."

Jitendra Gupta of Mumbai Transport Forum said the city's double-decker buses reminded people of the British-era ones, which are still running in London. "Why are we planning to do away with it? They might not be suitable for those roads that face traffic congestion but they can still be used on the ones that are not congested. If nothing else, then use them as tourist buses or toilets."

Six others – two from each ally – were sworn in. With doubts hanging over Ajit Pawar's status inside the NCP, his colleagues Jayant Patil and Chhagan Bhujbal – both with vast administrative experience – entered the cabinet. Both have about 20 years of experience of being in the ministerial offices.

For the Sena, legislative party leader Eknath Shinde and Subhash Desai were sworn in. Congress state president Balasaheb Thorat and working president Dr Nitin Raut were the other ministers. Uddhav is expected to expand his cabinet before December 3.

Sources said there were certain minor issues to be sorted before the expansion, which needs to happen before the winter session of the legislature in Nagpur. While the Sena assigned two Marathas to the cabinet, the NCP sent a Maratha (Patil) and an OBC leader (Bhujbal). Congress sent a Maratha (Thorat) and a neo-Buddhist (Raut).

Those who took oath invoked a fascinating array of people. Uddhav mentioned his mother, father and Chattrapati Shivaji Maharaj; Shinde took oath after mentioning Shivaji, Bal Thackeray and Anand Dighe; Desai invoked Shivaji, Bal Thackeray, and Uddhav Thackeray.

While Jayant Patil mentioned NCP president Sharad Pawar, Bhujbal invoked Shahu Maharaj, Jyotiba Phule, Dr Ambedkar, Shivaji, Bal Thackeray and Sharad Pawar. Thorat invoked Sonia Gandhi, while Dr Raut mentioned Gautam Buddh, Sonia and Rahul Gandhi. Bhujbal and Raut ensured that their respective constituencies of OBCs and backward classes are pleased when they made specific references to the iconic social reformers and deities.

Many important political figures from other states attended the ceremony, which could be a precursor to a nationwide trend for regional powers to unite against the BJP. DMK chief MK Stalin and his colleague TR Baalu represented Tamil Nadu. Madhya Pradesh CM Kamal Nath, former Gujarat CM Shankar Singh Waghela, Ahmed Patel, KC Venugopal, Mulik Wasnik, Mallikarju Kharge and Avinash Pande (all Congress) and Sharad Pawar with his pack of senior leaders were also in attendance.

Two Congress lawyers Kapil Sibbal and AM Singhvi, who represented the MVA in the Supreme Court to get a favourable verdict against the hush-hush swearing-in of Devendra Fadnavis and Ajit Pawar, were greeted gratefully.

Most notable appearance by made by Uddhav's estranged cousin and MNS president Raj Thackeray. Raj mother Kunda who is also Uddhav's maternal aunt was seen hugging and blessing her nephew. Former CM Fadnavis and state BJP president Chandrakant Patil also found place on the crowded stage. Mukesh Ambani and his wife Neeta were seated in the front row.

Bigg Boss 13: Is this the amount Salman Khan is charging after the show gets extended?

With the popular reality TV show Bigg Boss 13 getting an extension, Superstar and host Salman Khan has also reportedly got a pay hike. Unconfirmed reports state he will be getting Rs 8.5 crore per episode, which marks a hike of Rs 2 crore from what he was earlier taking home.

Several reports claim that the Salman was getting Rs 6.5 crore per episode earlier, and a two-crore hike per episode would mean the Bollywood superstar will be taking home over Rs 200 crore for the entire season. Bigg Boss 13 was originally set to conclude in January. It is being reported that the show has been extended by another five weeks, and the finale will now be aired in February.

According to a report in Bollywood Hungama, Colors channel, which airs the show, and Bigg Boss producers Endemol agreed to pay Salman an extra two-crore per episode to have him continue as host.

"Salman had made it very clear that he didn't want to extend his stint on Bigg Boss owing to other film commitments such as the post-production of Dabangg 3, and the shoot of Radhe. However, Colors lured him to stay on by adding the zeroes on his paycheque," said a source.

The source also claimed that Salman gets a bigger paycheck to come back as host every year. "Each year, he initially refuses to return to Bigg Boss, and every time he is lured back with an enhanced remuneration. He gets paid more to anchor Bigg Boss per season than all the other anchors in regional languages put together get for all the seasons put together," the source added.

Bigg Boss 13 features only celebrity contestants, with Arti Singh, Asim Riaz, Devoleena Bhattacharjee, Himanshi Khurana, Mahira Sharma, Paras Chhabra, Rashami Desai, Shefali Jariwala, Shehnaz Gill, Sidharth Shukla, Vikas Fhatak (Hindustani Bhau) and Vishal Aditya Singh fighting to win the trophy.
